The wallpaper in my room was removed wrong..?

It was torn off of the walls, and it left behind a sort of paper stuck to the walls. The printed part is gone but it's just sort of a residue now. Does anyone know of a good way to remove this?

It wasn't done wrong, just not completed. Spray the paper heavily with hot water and fabric softener.  Let it sit a minute, and scrape off the paper.
