  1. I guess it depends on where the weather forecast originates.  If it's the National Weather Service, they use 60% as the minimum threshold for "likely."  Technically though, anything over 50% would be likely, as even if there's a 51% chance of snow, then it's "likely," with a 49% chance (less of a chance) of no snow.

    So again, it depends on how the source of the forecast defines "likely."


  2. Are you in the UK?  If you listen to BBC they say one thing, go to ITV & you sometimes get a different forecast. Anyway back to the question, I'd say 30%, but what do I know?
