If you are using dial up, it could be your proxy settings. Go to tools Internet options, then the connection tab. Click settings. If you are using dial up, the boxes  in the proxy server area should not be checked. If they are, start with the bottom one first. the one the reads "bypass proxy server for local address", un-check it first. Then go up to the next box and un-check it. Then check "automaticaly detect setting". Click apply. Then go to the LAN tab and repeat the process.

If that isnt the problem, then you probably have a DSN problem.  You should contact your ISP and they can walk you through the steps to fix it.

Try re-loading the browser or changing it for a different one..

go to tools, internet options and click the programs tab and check the box that says something about IE being your default browser, or it is your pop up  blocker!
