  1. The cold air from the ac is causing condensation or water from the air to gather on the pipes. This makes the insulation around the pipes wet, and makes it peel. Go to a hardware store and explain your problem. They should be able to tell you what you need, and how to apply it to you machine. Should not be hard, or a long project.

  2. There's nothing wrong.  This pipe should be wet if it was dry when the a/c was running then you have a problem.  Also copper turns green with moister, so there's no problem there.  If you want to reinsulate the pipe you can buy new insulation from any home improvement store. It will come pre split so all you have to do is slide it on peel off the tape and stick it together.  If the pipe is outside the house and the moisture isn't affecting anything leave it as it is it will not harm anything.

  3. It's called armflex insulation and is a neoprene type covering. It is there to prevent water (condensation) from forming. If it is breaking down, and moisture is present, you may start getting ceiling damage. I would recommend repair by either yourself, or a contractor. This type of insulation is not available through Home Depot, or other hardware stores. It can be purchased at a hvac dealer.
