I would buy a professional kit- Ben Nye and Kryolan make wonderful starter kits. I believe the Ben Nye kit costs $40- it gives you everything you need to start out. Stipple sponges, cake faoundations, eye and lip liners, the whole nine yards. And it comes in a great variety of skin tones and colors. It is definitely worth the investment. It also comes with a great book of tips and techniques.

Kryolan makes an aquacolor starter kit in many skin tones.  It's about 60 dollars.  It contains four foundation colors, two shading colors, two highlights, one blush, two lip colors, one eyeshadow, three brushes, several sponges, hair mascara (for aging), spirit gum, stage blood, liquid latex, crepe hair, and nose putty.

They also have a creme version for a similar price.

It's really good for a student just beginning, or as a starter for your personal kit.  It focuses on "straight" makeup, basic aging effects, and basic character makeup.  Depending on your needs, you'll probably want to add to it for special effects or fantasy makeup.  

Even if you want to build your own kit, this is a pretty good starting place, and has most of what you'll need.

You'll probably want to add several more eyeshadows, eye liners, blushes, and lip colors, any special effect colors, a few more brushes (including a wider one and a blush brush), and if you use aquacolors, you'll want some a creme base to apply over nose putty, a setting powder, rubber mask grease paint if you're going to use latex prosthetics.  A lot of these things can be purchased in pallettes.  Depending on your brands, this will cost well beyond the original 60 dollars.

The best thing to do is to buy the basics (in kit or not), and then build as you need it for characters and shows.
