  1. They should decrease temperatures, and the thicker the dust cloud the more it could theorectically reduce temps. This is due to its ability to reflect inbound radiation (sun's heat) back into the atmosphere, so as not to reach the surface.  

    I'm not positive, but it may keep temps a bit higher at night if the dust hung around due to the same effect, but now the outgoing radiation is bounced back towards the earth and kept at low levels.

  3. Dust storms decrease the temperature. Volcanoes do the same thing. A portion of the incoming short-wave solar radiation is reflected back towards space, and therefore it does reach the Earth's surface.
