Their number doesn't work!?

Question

I tried calling a friend's phone number and the 1st time it worked, but then the second time I tried it said " We cannot complete your call" and I tried calling another friend, but it worked. And I told him to call the number I've been having troubles with, but it worked with them. So what's wrong?

Maybe try dialing it with an area code? See if that works.
