There's this girl I want to talk to, but just pull away whenever I get close?

Question

I have never spoke with this person before and am trying to do so for the first time. I was thinking of starting with a casual "hi" and and starting a generic conversation. My question is how to approach her for the times following this event; in other words, how to talk to her a second time and so on. I want to talk to her more than once and to get to know her a little better, since she seems like a very interesting person. But I have no idea how to do this; so I turned to you guys for help.

Maybe say something teasing to get the conversation flowing and make her seem comfortable with you. Like go up to her in any siduation and say something. Like if you see her heating up lunch be like "geez! what's taking so long??" and smile.
