There are Different Xbox 360s there are arcade and ultimate do they come with games or is the xbox different??

The Xbox itself is the same.  The different packages only affect the hard drive, and what games and accessories come included.

Arcade: No hard drive.  256MB memory card.  Disc of some XBLA games, like Uno, Pacman C.E. etc.

Pro:  20GB or 60GB hard drive (the 20GB units are being discontinued), includes HD-AV component cable, headset, and 2 games: Forza and Marvel Ultimate Alliance.

Elite:  120GB hard drive, HD-AV component cable, HDMI cable, headset, same games as the Pro.  Painted black, and comes with black wireless controller.

You can buy the hard drive separately, but it costs more than if you just bought the Pro in the first place - especially if you have a HDTV since you'll need to use the HD-AV cable or get the HDMI cable.

Again, the actual Xbox itself in each package is identical.  They can all play all 360 games - even online.  (well, with a very few exceptions...)

xbox 360 ultimates come with games. The Xbox 360 arcade comes with arcade games. The xbox is the same.

The Arcade comes with arcade games.  If you can find it, there are some stores that still have the premium and Elite that comes with Forza 2 and Marvel Ultimate Alliance.

The only big difference between the different versions is the hard drive.  Arcade has no hard drive, but it has a 256 kb memory card.  The premium has a 20 gb (60 gb in the future).  The Elite has 120 gb hard drive.  The only other difference is the AV cables that you get.  The Arcade just has composite cables.  Premium has composite-component cables.  The Elite comes with HDMI and the composite-component cables.
