There are huge nets draped across and above a freeway where I live. What are they for?

The nets don't seem to be set up to catch anything. They were recently installed. I thought they were for power lines, but there aren't any near where the nets are.

To contain any debris that might fall from the construction or maybe there might be sand blasting/painting of the steel bindings of the bridge. All done in the name of safety or the environmental concerns.....
