There are two gas meters in the building but there can be three different gas accounts?

I have a hard time understanding this. The building is a legal 2 unit. There are two gas meters outside and each gas meter is for each floor's (unit 1 and unit 2) cooking gas. Now, hot water and heating is supposedly on a separate account but without a meter. In this case, how do you know how much gas is being used for hot water and heating if there is no physical gas meter?

  1. This certainly sounds a little "fishy" to me.  I would ask for the company to give you an explanation of the method they use to bill you.   They are required to provide this information for you.   If they are simply "estimating" your usage each month, this is certainly a cause for concern and further research would be required (and lots of phone calls!).   Good luck with your problem and I hope you get it resolved.
