There is a 26 inch palomino trout in my creek?

There is a large 26 inch palomino trout in my creek. This fish stays right near the shore of the creek and will not go after anything at all. I talked to the ranger and he said the trout has been there ever since they stocked the creek, and that many fisher man have spent a whole day trying to catch he does not take anything so I am wondering what you would preffer to use to catch him the water is about a foot and half deep. Thanks
