Absolutely not. You need either some fuel, or some natural energy source .

No.  Power is work or energy divided by time.

One of the laws of thermodynamics is that energy can neither be created nor destroyed - only transformed.  Since power is a function of energy, the same applies.

We can only transform one form of power into another, with losses (a la carnot cycle).

We can convert light and heat energy into electricity using solid state solar cells, but that's still 'power in, power out'
