The first sentence definitely Society cannot exist with out Culture because Culture is what defines and society.  That Culture may change over time but a Culture must exist for a society to.

The second not necessarily.  The Aztec culture exists because it existed.  The same can be said about many other no longer existing societies we know about.   We know it exists because ce can discuss Aztec culture and hypothesise about it even though no Aztecs are around to tell us about it.

One could argue that no culture could exist if no society is there to say it existed.  But that's a 'If a tree falls in a wood and no-one is around does it make a sound' question.

YES! culture is commonly defined as the set of traits, beliefs, and outlook common to a group of people or society. its like a hamburger, without the ham or any meat between the bread, its not a hambuger! and vice versa....
