There is this anoying boy i know who likes me and today i got so anoyed that i flipped him off i feel bad now

First off! do not beat yourself up over your responding too his annoying behavior, by flipping him off. (probably the mildest normal response to a prolonged source of irritation) OK?

Now...Talk to him and ask him what he expects from annoying you, constantly.Then very simply tell him that, his behavior is not only rude...it just ensures that you will not even have him as a friend but will probably cause you to speak to adults, ie... Principal and/or counselors at your school and involving your parents and his in the problem...let him know you would rather not take such measures!.
