  1. There aren't enough car parks because car parks is a plural noun.  It doesn't matter if it is countable or uncountable, just matters that it means more than one.

    isn't - There isn't a car park close to the theater.

    aren't - There aren't enough car parks for the people who come to town for Broadway openings.

    Car parks are lacking.

    Car parks are scarce.

    There are few car parks.
