  1. I would have to disagree.  The statement I would hope the legal system sent to any child that was delinquent is, "You are responsible for your actions.  When your actions violate the law, you will pay the consequences."  It is true that some parents do a lousy job of instructing their kids in right and wrong, and holding those parents responsible for their children's actions helps with our sense of righteous indignation.  However, it teaches the child that he is free to do as he pleases and someone else will take the rap.  If the parents are truly lousy, then society's response should be to remove the child from the home and place him/her with capable, responsible adults.

  2. What does acce mean?

Well this is the homeschooling section, so if my students (kids) behave badly in "school", you better believe I am the one who accepts the responsibility to parent them, point out the behavior, deliver a consequence and follow through.

If there are incidents in the public schools, they have their own policies and procedures, involve law enforcement  or discipline officers as needed.  If law enforcement is involved, then the parents are brought into the situation as standard procedure.  However, if a school requires a student to be there during the day, and they accept responsibility for the student while they are on campus ( in loco parentis) then it is their responsibility to enforce their own policies and procedures, hold the student responsible and follow through with the student by enforcing their own disciplinary procedures, and informing the parents of the situation.
