There was a website about getting scholarships for many things what was it?

I saw on tv it was like cityofcolleges.com or something but i checked and that didnt exsist the guy said there's scholarships for things like community service write and essay and if we like it you get 500dollars to any school or apply only aloud for C students..odd ones like that but there are many and u can get alot in financial aid in it anyone know this site or any other good sites?
