he probably wants a mate, or he could be trapped under the house, or other structure, cats have a curious habit of getting into places they can't get out of. set a saucer of meat or milk out and see if it appears. If it does, then throw a rock at it.

maybe it's a hungry little kitty, hiding somewhere. Put some food outside, see if it solves anything..

If you hear it at night, get a torch and have a shine around - its eyes will light up!  We had 3 toms after one of our cats just before she was spayed, they sat outside and fought and howled for 2 days.  Whenever we opened the door during the day we couldn't see them either.  When we opened the kitchen door at ight the light showed three pairs of glowing eyes...very spooky!
