Theres stuff floating in my brandy, what is this?

Hey, my friend and I jacked a bottle of brandy from my Dad.(We're 18 lol) we wanted to get drunk but i held the bottle up to the computer screen and there were things floating in it. we found the bottle in my Dads liquor stash and it was already open. The bottle is probably around....23 years old and the seal was broken.the seal was adhesive tape across the cap of the bottle. Is it safe to drink?
