  1. You can ask.  But it's up to them.  What did you expect to happen after not paying for 90 days?

  2. You could call, or write, customer service.  But there probably isn't much you can do to reopen it.

Most credit card issuers are reducing limits and closing accounts of those with bad payment histories.  Some companies are reducing limits based solely on the area one lives.  Even for people who have never missed a payment.    The sub-prime problems have began to effect credit card payments and the delinquency rates are going up.    Banks are starting to get nervous about their ratings and financial condition.  And are taking steps to protect it.

Best suggestion:  Learn to live without the credit card.  The next few years are going to be rough.  And you don't want to ruin your credit rating.

  3. You can try calling them to open the account again, your credit history probably has been damged too, you can read this article on improving your credit, http://www.monitorbankrates.com/how-to-b...

  4. You should have contacted them and told them you were making a payment and they may not of closed the account. B of A is a diff card to deal with.........least in my experiences. Trying to get them to reopen it after failing to make any sort of payment after 3 months is going to be difficult. Chances are they won't do it.
