  1. I was there last new years.  Not much in Beaubourg seemed to be open.  I walked around quite a bit.  My Parisian friend warned me that most places would be closed from around noon on new years eve till the day after new years, so I was prepared.  A few tabacs were open.  I don't remember whether or not the bakeries and grocery stores in my neighborhood were open.

  2. Don't forget Eiffel Tower. It is fantastic specially in the New year.

  3. The most touristic sites are open every day of the year (Eiffel Tower, Notre Dame, cruises on the Seine). Most museums will be closed on New Year's Day but the wax museum (musée Grévin) will be open. For other monuments you might be interested in, check their websites.

Some food shops* will be open in the morning so walk by them and admire the incredible foods people eat during the holidays. Otherwise most stores will be closed, except in touristy areas.

It is a good day to enjoy walking in the districts that are otherwise overcrowded such as Montmartre.

(* I am not talking about regular grocery stores but specialty shops and caterers such as "traiteurs", "poissoniers" in small, residential shopping streets. Because a lot of French may have a family lunch at home that day and do not have the room in their small Parisian condos to store large sea-food platters for instance. So they order ahead of time and some shops will be open a few hours that morning for people to pick up their order.)
