I don't think you are reading too much into it all. You both clearly have an attraction for each other. Who is going to be brave enough to move things on a little way from this stagnant situation, I wonder.

He is not sure of your intent.  He is interested but insecure and is afraid of being ridiculed if he makes a move and you are not interested.

The days he avoids you, he has decided that you are not interested. The days he smiles, he's hoping you are.  Sounds like you are both in the same boat.
