This is SOOOOOO annoying!!!!!!!!!?

I downloaded yahoo! widgets, and when i opened up the program, it took me to the user agreement, but it won't let me scroll down!! I can't use yahoo widgets if i dont press the "i agree" button!!!!! whats wrong? is it just my crappy computer?
