ok i am really interested in being a dj for a radio station and i am not out of high school yet so is it possible to have an online radio station that i dj that people can listen to without me having to pay or download prgrams?

Absolutely!  People have video blogs.  You can get free website space through Yahoo or Angelfire.  As for the audio, I don't know about that.  You could record audio through a video camera and extract the video (I think).  Plus, it could give you experience.
