I have no idea what this means in Sweden. Is that some horrible monster that lives in toilets or something

I think this is about some person that is supposed to roll himself in the contains of provisional toilets that he empties at music festivals and such places. Some say it's an urban legend, and others claim that it's true.  Don't know myself, but I wish it isn't true...
