is there a ~COMPLETLEY FREE~ program that can convert avi. videos to VOB. and burn it do dvd too?

cause i have videos and i want to burn them to dvd and ive tried it an it doesn't let me play it on my dvd play cause i think the format is wrong but now i know for sure that i need to use VOB files and i need a program that can convert it from AVI and burn it too,,,

PLEASE DESPRET!!! i HAVE WEDDING VIDEOS
