this number keeps calling my 10 yr old cell phone number collection agency i think .we have called them back they get rude and hang up weve called at&t they say change number .how many times can u change ur number.what else can we do

sounds like some deadbeat used your number as theirs, skipped town, & left owing a bundle.  On most cell phones, you can see the number calling, & you just press the volume button to send it  directly to voice mail.  

Or you can have your 10 y/o > just say, I'll send you the money as soon as I get a job in about another 15 years or so.  Don't call me, I'll call you.

Or every time they call, answer with some factious business > Swanson's Funeral Home, we're dieing to meet you; or Manny's Meat Market, can we cleave a sirloin for you?  

Or tell them to take you to court > you don't owe it & you're not going to pay.

Or use the whistle > every time they call, blow long & loud.

Are you the one listed on the plan and do you owe money to someone? That may be why they are calling. If they are calling for someone you don't know, tell the agency when they call that you do not know the person and to take the number off their call list. Hopefully that will help.
