There is a monthly subscription fee that will allow you to stream any song, create playlists, and download songs for only $0.89.

If you choose not to pay the subscription fee, you can still download songs for $0.99, but you will not be able to stream or listen to the songs or anything like that.

Think of Rhapsody like a radio station where you can call the DJ and give them a song to play over and over again, or where you can submit a playlist and they will play it, or where you can hear a whole album.  That's what you can do if you pay the subscription fee.  Otherwise, it's just a music library to download from.
