  1. What you have listed are 2 different types of spelling the same name: Russian (Kharkov, Kiev) and Ukrainian (Kharkiv, Kyiv). Since Ukrainian is an official language of the country, in their documentation they are spelled in Ukrainian way also in Latin based documents and maps now. However, for Ukrainians these names have always been Kyiv and Kharkiv.
