it costs more money to make them drain like that and they need to clean inside of them even though they dont look very clean. right now money is more important than our earth

Because most people frown on the build up of sewer gas that would accumulate inside the bathroom which would cause a dangerous situation.

they flush a specific amount of water to clean out the urine and maintain a water seal in the trap so that sewer gas does not leak into the room.

I think the only reason is odor.  there are some free drain ones, new eco-freindly.

A lot of restaurants here in Durango Colorado here use free drain urinals they are called " Zero water or Water Free Urinals" They are more prone to clogging but they recieve eco friendly tax credits. Visit www.zeroflush.com for more info

Ask for someone who lives near you to find you a water free urinal, then go smell it.  They get pretty ripe.  It would be better if it was just outdoors as soil bacteria would neutralize the smell(unless there was too much use)
