the EPL is the best in the world in terms of money, not neccesarily in football.

besides the big four the rest have huge amounts of cash to spend but cannot compare to the likes of their equivalently positioned teams in countries like spain.  

players who want money will stay in england, those who want to enhance their game or win trophies will go to clubs where they have a realistic chance of doing so.
