block the number or tell that person that you think they are weird but would like to get to know their personality but you don't have time to talk at the moment because of....excuse....bla bla bla. what do you mean by weird?

get caller id and when you see his number just pick it up and hang it up after you do that a few time I am sure he will get the message.
