who is in charge of setting the rules of what age a horse can race(i.e what group, association, or club, who makes the rules for racing in the U.S.?) I am trying to do a persuasive speech on horse racing and I am trying to persuade my audience that the age that a horse should begin racing should be raised to 3 or older to help reduce the likliness of a breakdown.

  1. the jockey club. on the west coast when i first started playing the ponies, the babies, 2 yearolds would start running at 5 furlongs, then it went to 41/2 furlongs, now we are at 2 furlongs, i don't think moving the age level to 3 will help much. you just can't run a thoroughbred, like you do a standard bred(harness horse) so if they limit the babies to 2 furlongs races and no more than 2 races in a month period at that distance, it would save the number of breakdowns on the track.

  2. The Jockey Club is responsible for setting the rules for the Thoroughbred racing industry in the U.S.  If you also want to change the age set for Quarter Horse racing you would address the Quarter Horse Association.  Each association is responsible for their rules for racing which is then giving to the state racing associations that are the governing bodies of the race tracks in each state.  The Jockey Club has a website you should be able to find the rules and regulations there.

  3. i really don't know who that person would be, but i just want to let you know that i'm with you on that! too many horses are ruined for life because of racing. GOOD LUCK!!!!

  4. the reason for 2 years olds is that you let run before all the major 3 years old . it's a learning process.

you would be changing the history of racing.

they only race 2 or 3 times.

    it ain't going happen.

  5. Jockey Club! Here's the Website:http://www.jockeyclub.com/
