Those Pesky Yellow Jackets!!?

I work at a summer day camp and we have a horrible yellow jacket problem. The big problem is that we think they got rained out this past weekend during a big storm so they don't have any holes to go back to. Now they are just flying around all over the place!! What is the best, most economic way to get rid of them (using the least amount of chemicals as possible)
