Threadtension wrong when free motion quilting

I have a Bernina 153QE and am freemotion quilting on it. I am using sulky blendables thread. The top looks fabulous but when I turn it over the bobbin thread is straight but the top thread is too tight on the back and forms loops. Do I need to change the bobbin tension? What tension should the top thread be?
