    congress cant undertake national economic reform so cant better depression/inflation/war debt

    congress cant raise a national army so cant address foreign issues/problems

One of the main problems with the Articles of the Confederation were that the states, after the war, refused to pay for the expenses incurred in the war.  Thus, the government or governments couldn't tax one another or come to an agreement on exactly who should pay or how much each state should pay.  Second, currency was starting to be printed by individual states, and some states would refuse to accept currency from other states.  Thus, they needed unity in this area for trade and commerce between states.  Third, the states saw the need for a standing army that could protect their borders instead of relying on the individual state militias.  Hope this gives you a few ideas.
