  1. you got the good ones... also if given jobs, less poverty better homes, less drugs, less prostitution maybe

  2. First of all, it took me a minute to even understand your question. Three out? I didn't get it. THEN I realised you were asking about three OUTCOMES.  It's one word, "outcomes". Just so you don't get it wrong on your essay.

The first thing that has to change is the mindset of those who live in the ghetto. How the government can do that, is really difficult to say. It has to come from within their community, really. Instead of looking at the government and this country as something that "owes" them anything, they need to understand that they have to get their education, and get out there and become contributing members of society just like anyone else.

Where I live (a large black ghetto in the South in a major city), these ideas do not even occur to anyone. It is all about "bling" "pimps and ho's" and the "music" that teaches them that all that matters is money, s*x, drinking, and drugs. That's what it's ALL about here.

Gunshots and dead people are regular occurences here. How many times this week did YOU have to tell your family "get away from the windows"?? It's a several time a week thing here.  Our mattresses are on the floor to avoid nighttime gunfire. We haven't slept up off the floor in ten years now.

And also it's about who can rip off the most, whether it be from each other or the government. Drugs and jail are status symbols here, the more times a person has been in jail, the higher their status in the community.  The women have five, six, seven kids and all by different fathers. They beat their kids with wire coat hangers in the parking lot, they scream at each other constantly.  They think nothing at all of screaming at a really small child in public at the top of their lungs - cursing at them and smacking them around. I saw this last Saturday outside the city library by a black woman and her three little kids. What had the kid done? Asked for a drink of water.

Last weekend my neighbor across the hall was fighting (not arguing- FIGHTING) with her boyfriend NAKED in the hallway. They throw their garbage all over the place, and I'm talking about the entire neighborhood, not just this building. In this building where I live, they pee on the floors in the hallways, throw food on the floors, and go to the grocery store dressed in their bathrobes and slippers.

In other words, these people have no clue about how to act like human beings. They act like, and think like animals.

I've lived here for ten years. It's only getting worse, if that's possible. The schools here have barbed wire and guard towers around them, for real. I thought they were prisons when I first moved here, but nope, it's the local high schools.

A few do make it out. One of the large problems is that in school, black kids make fun of and torment other black kids who really DO want to study and get an education. They are called "Uncle Tom" and accused of "acting white", and their lives are just made miserable for it. They get beat up, screamed at, etc. every day in school for this. Those who perservere and eventually graduate and go on to college are VERY few.

Many are also brain damaged by drugs and alcohol used when their mothers were pregnant. The IQ level among the communities like the one I live in is significantly lower than the general population due to this type of thing.

So what can the government do to change all this? I don't believe it can do anything at all. Those who have the intelligence and the determination to get out, will get out. The rest will live like always, as though they are animals in a zoo.

It's really nice to sit and think about things like "what can the government do". But until you come here and LIVE it, you will never understand it. Nor will many who have no exposure to it even believe what goes on here or what the people are like. Again, come here and live it, firsthand. Then you will see it as it is.
