Throwing a Winter Ball. Need Help

I am having my cousin a winter ball. It is gonna be completly themed out. Her birthday is in December! I am looking for any suggestions or ideas. Also, Looking for any one who may have any left overs i can use, as we are on a budget. Any help would be appreciated! thanks
