I suggest instead of dreaming up mischief,  you spend more time with your studies.   Your spelling,  capitalization,  and punctuation skill are dismal.    First impressions are important,   if you do a resume like you did here,   your career sweeping floors and cleaning toilets will be a long one.

I sure it is. Hopefully serious. You could cause a major accidents,even a fatality. Then you would be up for manslaughter charges. It's only something a real stupid person would do.

Depends if anyone gets wet, hurt, or property damaged.

Unlawful in NY, it is Assault, Criminal Mischief, Harassment, Disorderly Conduct, Reckless Endangerment and littering because of the balloon parts.  The degree is considered on the type and depth of injury and or property damage.

If you throw anything from a car that might injure other people, you can be arrested for reckless endangerment.  That is a catch all phase used when they can get you on something else.

P.S.  There was a case where kids threw a light weight dummy off the over pass.  Caused an accident when cars try to avoid it.  The kids say it was so light it would not have done any damage to the cars.  It didn't matter.  That was reckless endangerment.

If you throw a water balloon, or any other object from a vehicle at another vehicle or a person and injure that person,

you could be in very serious trouble.

If you damage property, you will pay damages, probably a fine.

Such behavior could be considered reckless driving, endangerment of other vehicles -- you could be putting your driving privileges at risk also.

its very illegal now they can fine you as well as make you pay for any damages caused by you doing this,when i was a kid it was considered a prank now its a serious thing to do,too and people could get hurt because of it now days,good luck.
