Tinted windows and people using cell phones, California?

I notice so many cars now in the LA area that have windows that are almost totally blacked out, from expensive cars to regular cars. I know that tinting the driver and passenger front windows are illegal, are the police going to give tickets for the tinted windows now since you can't tell if someone is on the cell phone or doing their hair or makeup and driving?
