  1. I really like this question. Typically, the lowest prices on the cruises are in Sept., Oct., Nov, and Dec. Jan. and Feb have great pricing as well. Remember, everything is based on demand. Families tend to travel during the times that the kids are off from school. March, April, May, June and July is considered peak times. During peak times prices are always higher. Not only that, but your state room choices are more limited. Try not to book on the bottom or lowest deck for two reasons. It is very inconvenient location wise, and you may hear the engine diesel while attempting to sleep. Ocean view is always more than interior of course and Balcony is always more than ocean view.   2. as mentioned, when kids are out of school, prices get higher.  Fall and spring have some great prices (minus holidy and spring break weeks).  As far as location.  The higher the deck, the higher the price, however service, quality and size of cabin are equal on all decks.  Meaning a 4a cabin is the same as a 4e cabin. I don't think engine noise is much of a problem unless you are on an older ship.  Cabins in the middle and lower are a bit less rocky then the cabins on the ends and higher up. (again, this applies more to the older ships).  As far as group rates etc.  In many cases, a travel agent will hold a block of cabins and then see them retail at the group rate prices.  try www.cruisecompete.com, on this site, you pick the cruise andthe agents submit bids to you.
