Title needed: Sugar Fairy cartoon?

Question

there was a little girl and it was just her mom in a cabin in the

beginning her and her mom get into a fight and then all i remember after that is she falls out of a window shes in a bunch of flowers. and there are these fairy things. and the one fairy that becomes her friend is the sugar fairy. [ 1992 - 1996 ] max. and also i can remember the sugar fairy and the lil girl get in a fight and the fairy falls into the water and MELTS and the litttle girl crys in the water and her tears bring her back because there made of salt!!
