Since the whole section where the guy (Hamlet) is talking, it's about suicide, so basically, "To live or not to live? That is the question." He is pondering whether he should kill himself, or is life worth another chance?

I think he is asking whether or not to take his own life.  I haven't seen the play, but that's what makes the most sense to me.
