You will need to contact your county's Ministry of the Interior for the specific process and rquirements, including approval from your local Administrative Division.

Present your status as Korean citizen or company registered in Korea.  Then make a certificate of accepting a foreign worker.  The foreigner must document his or her status, educational attainment and employment records.  Present all this documents in the Korean Department of Employment and Immigration and the counterpart Philippines offices.
