To have DSL do i have to have a phone line active or can i just have a DSL connection?

Check with your DSL provider, there are many companies so they work independently but the phone line must be install from your home to the line.

A DSL line is independent of your phone line. You can have an Internet connection and latter on add a VoIP phone without interfering with the capabilities of either service.
