What kind of records are you talking about?  Are you talking about those little black disks with the single continous grove that we oldsters use to listen to when we were young or are you talking about  looking at someones water bill?  A record is simply  documenting ANYTHING.

We need for you to be more specific in your question and many people here are curious as to how your question pertains to genealogy.  Are you trying to find your ancestry??

That would be near on impossible here in the UK as a persons records are deemed  private.
