  1. since 2007 Americans need a passport to get back in to the US.  if you don't have US citizenship, you need a passport from your country and a visa to re-enter legally.

  3. If you are crossing by land or sea, you don't have to have a passport yet. What started on 1/31 was the need to PROVE your citizenship rather than just verbally stating it.  So what you need to have is either a passport or your U.S. driver's license along with your birth certificate.
