  3. هافيير Javier doesn't transliterate into Arabic well. For one thing, there's no V sound in Arabic. Also, there's the question of whether the initial H sound should be transliterated the way it sounds in English or the way it sounds in Spanish.

    The Spanish way would be خابيير. That's how it's spelled in the Arabic version of the Wikipedia entry on Javier Solana. That's with a guttural initial H, and the V pronounced (more or less) like a B.
