Unfortunately not enough as far as the government is concerned.

Until the current administration finished gutting the endangered species act (check the latest news), development must be carried out in such a way that it will not impinge on the habitat of any endangered or threatened organism. I have worked on projects that I have either stopped cold or have gotten small modifications made to. I much prefer the latter.
